YES.  Your organization is not gagged by the Global Gag Rule, but you are still restricted by the Helms Amendment. If you have sub-grantees outside of the US, you will need to pass the Global Gag Rule onto them and they will be gagged.

You can still…

• Discuss and perform abortion services in all circumstances with your segregated funding that comes from non-US donors.
• Provide women with all forms of contraception, including emergency contraception.
• Provide post-abortion care, including treatment for injuries that are the result of unsafe or incomplete abortions.
