YES.  Your organization is not gagged by the Global Gag Rule, but you are still restricted by the Helms Amendment. If you have sub-grantees outside of the US, they will be gagged by the Global Gag Rule.

You can still…

• Provide women with all forms of contraception, including emergency contraception.
• Provide post-abortion care, including treatment for injuries that are the result of unsafe or incomplete abortions.
• Provide information or counseling, where legal, about all pregnancy options (under the US Leahy amendment).

Your organization should segregate funding to ensure that US restrictions only affect activities carried out with US funds.
